Summary
We are an independent booking service that submits HS&E test bookings to Pearson VUE/CITB on your behalf. We charge a £22.50 non-refundable administration fee for handling your application. CITB/Pearson VUE rules apply to the test fee, including cancellation and rescheduling rules.
If you are late, bring the wrong ID, do not attend, or try to change your slot inside the applicable notice period, you will usually lose the test fee under CITB rules, and our admin fee remains non-refundable.
1. About this Policy
This Refunds, Cancellations and Returns Policy applies to all purchases made through constructiontestbooking.com for:
- the CITB Health, Safety and Environment ("HS&E") Test Booking Service;
- the Level 1 Health, Safety and Awareness Online Course;
- the CSCS Card Ordering Service; and
- any optional add-ons purchased with those services.
This policy applies whether you purchase as an individual, sole trader, business or on behalf of another person.
Nothing in this policy affects any statutory rights that cannot lawfully be excluded or limited.
2. Definitions
In this policy:
"Business Hours" means 9:00am to 5:00pm, Monday to Friday, excluding bank holidays in England.
"Working Day" means any day other than a Saturday, Sunday or bank holiday in England.
"Official Test Fee"means the fee charged by CITB, Pearson VUE or the relevant official test provider for the HS&E test itself.
"Official Card Fee" means the fee charged by CSCS or the relevant official card provider for the card application itself.
"Our Admin Fee" means our separate booking, administration, application-handling or customer-support fee shown at checkout.
"Digital Content" includes online course access, learner portal access, downloadable materials, revision materials, apps, digital assessments and any other content supplied electronically.
3. General Rules
- Where your order includes an official third-party fee and a separate fee payable to us, those amounts are separate parts of the transaction. Official third-party fees are also subject to the rules of the relevant official body. Our Admin Fee is subject to this policy.
- Refunds will only be made to the original payment method unless we agree otherwise in writing.
- We may ask for proof of identity, proof of authority, or confirmation from the original purchaser before processing a refund, cancellation or amendment.
- Unless stated otherwise below, cancellation or refund requests must be submitted by the original purchaser, using the email address used for the order, to contact@constructiontestbooking.com.
- Any notice received outside Business Hours will be treated as received at the start of the next Business Day.
- We are not obliged to refund any part of Our Admin Fee where work has already been started or completed, except where required by law.
4. CITB HS&E Test Booking Service
4.1 Price structure
Your HS&E booking may include:
- the Official Test Fee;
- Our Admin Fee; and
- optional add-ons such as revision materials, retest protection or similar extras.
These amounts should be shown separately before payment.
4.2 When our service starts
Our booking and administration service begins when you place the order and we start processing your request, including reviewing your details, checking availability, liaising with a centre or provider, or managing amendments.
4.3 Availability
Preferred dates, times and locations are requests only and are always subject to availability.
If we cannot secure your exact preferred appointment, we may offer the nearest reasonable alternatives.
If we cannot secure an appointment reasonably acceptable to you before any booking is confirmed, and you decline the alternatives offered, we will cancel the order and refund the amount paid in full.
4.4 How to cancel or reschedule
All cancellation and reschedule requests must:
- be made in writing;
- come from the original purchaser or an authorised representative accepted by us; and
- be received by us more than 4 full Working Days before the booked appointment if you want the request to qualify for the timely notice rules below.
For the purposes of this policy, a request counts as being received more than 4 full Working Days before the appointment only if it is received before the end of Business Hours on the fifth Working Day before the appointment.
4.5 Timely notice: more than 4 full Working Days before the appointment
If we receive a valid written request more than 4 full Working Days before the appointment, you may choose one of the following:
- one reschedule without any additional administration charge from us, subject to availability and any official third-party rules or charges; or
- a refund of the Official Test Fee and any unused add-ons that remain refundable under this policy.
In either case, Our Admin Fee is non-refundable.
If an official provider or centre imposes a reschedule fee, administration fee or other mandatory charge, you must pay that charge before the change is confirmed, or it may be deducted from any refundable amount where lawful.
4.6 Late notice: 4 full Working Days or less before the appointment
If we receive the request 4 full Working Days or less before the booked appointment:
- no refund will be due; and
- no reschedule will be guaranteed.
This applies whether the fee loss arises under our service policy, official provider rules, centre rules, or a combination of those.
4.7 No-show, lateness, ID failure and misconduct
No refund will be due, and any applicable fees may be forfeited, if the candidate:
- does not attend the appointment;
- arrives late;
- brings unsuitable, invalid, expired, copied or mismatched ID;
- fails any admission, security or identity check;
- refuses to follow centre instructions;
- commits misconduct, fraud, attempted cheating or any similar breach; or
- otherwise causes the Official Test Fee to be lost under applicable provider or centre rules.
Our Admin Fee remains non-refundable in all such cases.
4.8 Optional add-ons sold with the HS&E service
Unless expressly stated otherwise at checkout:
- digital revision materials are non-refundable once access has been issued, activated, downloaded or used;
- retest / pass-protection products are non-refundable once used, once the original appointment has taken place and the relevant claim period has expired, or where the original appointment was missed or refused because of lateness, unsuitable ID, misconduct or another breach of rules; and
- any physical products, if sold, must be returned unused and in resaleable condition before any refund is considered, subject to the separate product terms stated at purchase.
4.9 Refund timing
Approved refunds under this section will normally be processed within 10 Working Days of approval, or as soon as reasonably practicable after any refundable official fee has been returned or released.
5. Level 1 Health, Safety and Awareness Online Course
5.1 Nature of the product
The Level 1 course is supplied as Digital Content and/or an online training service.
5.2 Immediate supply and loss of cancellation right
By placing the order and completing the relevant checkout acknowledgement, you expressly request that we begin supplying the course immediately and acknowledge that you may lose any right to cancel once supply begins.
Supply begins when we do any of the following:
- issue login details;
- create the learner account;
- issue portal, platform or assessment access;
- make course materials available; or
- otherwise start supplying any part of the Digital Content or online service.
5.3 Refund position once supply begins
Once supply has begun, the course fee is non-refundable, except where required by law.
This includes cases where:
- login details have been sent;
- the learner account has been created;
- any part of the course has been accessed;
- any related digital assessment or booking has been created or reserved; or
- the learner later decides not to continue.
5.4 Cancellation before supply begins
If you are a consumer and:
- you cancel within 14 days of purchase; and
- we have not yet begun supplying the course,
you may request a full refund.
5.5 Non-transferability
Course purchases are personal to the named learner and may not be transferred after access has been created or issued, unless we agree otherwise in writing.
5.6 Statutory quality rights
Nothing in this section removes any legal right you may have if the course is not supplied, is faulty, or is materially not as described.
6. CSCS Card Ordering Service
6.1 Nature of the service
The CSCS Card Ordering Service is an independent third-party administration and application-handling service. It is separate from the official CSCS card fee.
6.2 Price structure
Your order may include:
- the Official Card Fee;
- Our Admin Fee; and
- any optional delivery or related service charges.
6.3 When processing begins
For the purpose of this policy, processing begins when we first carry out substantive work on your application, including:
- opening or reviewing the file;
- checking documents or eligibility;
- preparing or drafting an application;
- requesting corrections or additional evidence;
- corresponding with CITB, CSCS, awarding bodies or training providers; or
- otherwise handling the application beyond simple payment receipt.
6.4 Cancellation before processing begins
If you cancel before processing begins, we will normally refund the amount paid in full.
6.5 Cancellation after processing begins but before official submission
If you cancel after processing begins but before the application has been submitted to CSCS or the relevant official portal:
- Our Admin Fee is non-refundable;
- any Official Card Fee not yet paid, used, committed or irrecoverably allocated may be refunded; and
- any optional third-party charges already incurred may be deducted where lawful.
6.6 After official submission
Once the application has been submitted to CSCS or the relevant official provider or portal:
- Our Admin Fee is non-refundable; and
- the Official Card Fee is non-refundable and non-transferable.
6.7 Missing or incorrect information
No refund will be due for Our Admin Fee, and no refund will be due for any Official Card Fee already submitted, charged or committed, where the application is delayed, rejected, cancelled, revoked or otherwise affected because:
- the information supplied is false, incomplete, inaccurate or misleading;
- the wrong card route, qualification route or test route was selected;
- names, dates of birth, candidate IDs or other personal details do not match official records;
- the qualification evidence is missing, unreadable, invalid or insufficient;
- the right-to-work position or any other scheme eligibility requirement is not satisfied;
- express authority or consent is missing or defective; or
- the official body rejects, cancels or revokes the application for a reason connected to the information or evidence supplied.
6.8 Document deadline
Where we ask for missing documents, corrections or additional evidence, you must provide them within 60 days of our request unless we agree otherwise in writing.
If you do not do so, we may close the application file.
If the file is closed before official submission, any Official Card Fee not yet used or paid onward may be refunded, but Our Admin Fee remains non-refundable.
If the file is closed after official submission or after official fees have been committed, no refund will be due for those amounts.
6.9 No guarantee of approval or timescale
We do not guarantee:
- that the application will be approved;
- that the selected card is the correct card;
- that a particular card type will be issued; or
- that the card will arrive within any estimated timeframe.
Official decisions and delivery times remain outside our control.
7. How to Request a Cancellation or Refund
All requests should include:
- full name of the purchaser;
- full name of the learner/candidate/applicant if different;
- order number or reference;
- service purchased;
- reason for the request; and
- any relevant supporting evidence.
